REGULATIONS
The Philippine Standard (PS) Quality/Safety Certification Mark Licensing Scheme and the
Import Commodity Clearance (ICC) Certification Scheme BPS are the two mandatory product
certification schemes BPS implements. Regardless of whether products are locally manufactured
or imported, products covered by these certifications are not allowed to be distributed in the
Philippine market without the required certification marks.
Consumers can tell products are certified to Philippine national regulatory standards
requirements when they show the PS mark and ICC sticker affixed to the products.

- Application process required; factory/product audit; testing; submission of test reports;
authorization obtained for using mark; market surveillance.

REGULATORY AGENCY
National Telecommunications Commission (NTC)
REGULATIONS
- Terminal equipment (Customer Premises Equipment and Radio Communications Equipment) require NTC certification (type approval for CPEs and type acceptance for RCEs).
- Testing of all CPEs should be performed by the Philippines Long Distance Telecommunications Company. Suppliers of CPE must be accredited by NTC.
- RCEs must have test reports based on either EN or FCC standards. RCE dealers must have a permit.
- Products must have the NTC mark affixed.
- EMC compliance required where applicable.
